Q: What is the District's plan for improving the flow of traffic?

In March 2000, the District hired a new traffic engineer to better plan and coordinate traffic flow. To improve traffic flow, the existing traffic signal system will be used more effectively than in the past.

Q: What is the District doing about illegally parked vehicles during rush hour?

We have increased towing for rush hour streets to improve traffic flow by increasing the number of contractors hired to tow illegally parked vehicles. The Department of Public works will add 34 parking officers within the next year to increase enforcement.

Q: Why is parking enforcement a service the city provides only Monday-Friday before 6:30 pm?

The civilian parking enforcement program was established to curtail illegal parking in commercial areas on weekdays when traffic volumes are heavy and to reduce commuter intrusion in residential neighborhoods. The Metropolitan Police Department performs late evening, nighttime, and weekend enforcement.

Q: Since the cars have been parking here every day this week, why has Parking Enforcement not placed tickets on them?

Parking officers monitor the entire city for parking violations. However, when a resident becomes aware of a specific problem, that resident may contact a Parking Services dispatcher by telephone on (202) 541-6060 to request enforcement services.

Q: Why is this block designated a zone parking area if the zone is not going to be enforced?

The two-hour zone parking restriction is established on a block-by-block basis when petitioned for by a majority of the households in the block. There are more than 70,000 zone parking spaces throughout the city. Daily enforcement is possible in only the most seriously impacted areas.

Q: Why are those of us citizens who live on this block forced to pay for a zoned parking permit when the city does not enforce this block as a zoned parking area?

Residents are afforded the option of purchasing residential parking permits. However, residents who choose not to purchase permits may be cited for violating the two-hour zone parking restriction. Should residents of a specific block conclude that the zone parking restriction is not beneficial they may submit a counter petition to Parking Services at 1725 15th Street, NE, 2nd Floor. The counter petition must contain signatures from a majority of the households in the block. Once the counter petition is accepted the zone parking regulation will be removed.


Transportation: Rock Creek Park

Q: Will Rock Creek Park continue to be closed to traffic on weekends?

Yes. We are exploring ways for pedestrians and bicyclists to enjoy Rock Creek Park on weekdays as well. We are working with the National Park Service to close a portion of the park throughout the week, during non-rush hours, in a manner that does not inhibit traffic.
